Payment Request API browser support

The Payment Request API opens a browser-mediated checkout sheet that collects payment and contact details from a payment method the user has already set up, instead of a site-built form.
The table covers the API as recorded in MDN browser-compat-data, plus the ecosystem policy rows the dataset carries. Safari backing the API with Apple Pay, and Firefox shipping then disabling its implementation, are row footnotes.
