Manifest scope browser support

The scope manifest member defines the set of URLs the installed app treats as its own; navigating outside it surfaces browser UI such as an address bar or banner rather than staying in the app window.
The table covers the member as recorded in MDN browser-compat-data, including the ecosystem policy rows the dataset carries. Safari’s banner behaviour for off-scope navigation is a row footnote.
