Manifest launch_handler browser support

The launch_handler manifest member has one field, client_mode, which controls how an installed PWA is launched: navigate-new opens a new client, navigate-existing focuses and navigates an existing one, focus-existing focuses an existing client without navigating it, and auto (the default) lets the browser choose. The two -existing modes behave like navigate-new when no client is open. Whichever mode applies, the launch target URL is delivered through window.launchQueue.
