Manifest handle_links browser support

handle_links is a WICG-proposed manifest member that lets an installed PWA suggest whether in-scope links should open inside the app instead of the browser, with the values preferred, not-preferred, and auto (the default when the member is omitted).
The table has a single row because Chrome Platform Status is the only implementation record for the member: it lists the feature as “On hold” with no shipping milestone.

What the explainer defines
Section titled “What the explainer defines”The values are suggestions to the user agent, not directives: preferred means it should open in-scope links in the installed app, not-preferred that it should not, and auto leaves the choice to platform-appropriate behaviour. The member operates on the manifest scope, and when scope_extensions is also declared the extended origins are included. The explainer defines no JavaScript API for reading the browser’s decision back.
