Manifest file_handlers browser support

The file_handlers manifest member registers an installed PWA with the operating system as a handler for specific file types, so opening a matching file launches the app, which receives the file through window.launchQueue.

Chromium’s implementation is limited to desktop operating systems (Chrome for Developers), so the OS “Open with” flow does not reach the app on Android. Feature detection checks two conditions, "launchQueue" in window and "files" in LaunchParams.prototype, because launchQueue alone does not confirm that launch parameters carry files.
