Manifest description browser support

The description manifest member holds a sentence or two explaining the app’s purpose, which an install dialog or an app-store listing may display. The member is optional, and a store may ignore the text even where the browser parses it.
The table covers the member as recorded in MDN browser-compat-data. Where a browser parses the member without acting on it, the row footnote says so.
